Civil forfeiture laws have been in Canada for nearly 15 years, but they're not achieving what was promised - punishing criminals and helping victims. The Canadian Constitution Foundation released a study, giving failing grades to virtually every province. Derek From, the CCF's staff lawyer, joined Paige MacPherson and Jordan Bateman to break down the report.
