Kris Sims calls for major changes at ICBC

BC Director Kris Sims says that British Columbia already has the highest car insurance rates in Canada. The recent announcement that ICBC is projecting a $1.3 billion loss this fiscal year means more rate increases. Sims calls for a major overhaul of the corporation. The government should turn it into a co-op and allow private competition.
