MB: Trouble At the Southern Chiefs' Organization

I got quite the document leaked to me tonight. 

It's a letter from the Government of Canada (Aboriginal Affairs) to the Southern Chiefs' Organization in Manitoba; a lobbyist body for chiefs.

The letter notes conclusions from an investigation into SCO's activities (primarily two individuals). The feds conclusion - approximately $261,587 of federal funds were "inappropriate or questionable."

The letter flagged:

* $32,372 in cash withdrawals without proper bills
* $25,911 for buying a vehicle that wasn't authorized
* Up to $53,328 in expenses for "traditional healing" that may be recovered 
* Over $20,000 in travel claims that might get clawed back
* $96,980 in various "labour relations" issues including $45,498 harassment claim
