Earlier this year, we made national news when we revealed a Freedom of Information release that showed a Transit Police officer had left an explosive on an Air Canada jet liner after a dog training exercise went bad. A week later, we followed up with the news that this same cop was ordered fired – not for the bomb incident, but for deceit, corrupt practice and neglecting his police dog (the cop quit before he could be canned).
While we were researching for these releases, we came across this May 9, 2005, document on the Transit Police website – a policy manual for police dogs (It was revised June 21, 2010).
Buried on the final page, in point 66, was this line: “[Transit Police] will perform an evaluation of the Explosive Scent Detection Dog Pilot Project.”
In February, I filed an FOI request for that evaluation. On March 11, I got a letter back: “At this time we do not possess any records responsive to your request.”
Just another example of the Transit Police dropping the ball and not even following their own policy manual or properly vetting their programs. Side note: we would be happy to provide their office with a report on how we think the Explosive Scent Detection Dog Pilot Project went, but we suspect they wouldn’t like our blunt honesty.
