Toronto should refund taxes

Kevin Gaudet of the Canadian Taxpayers Federation says the City of Toronto should refund civic taxes, seeing that there have been no city services for a month. Some councillors dedicated to responsible government agree. Mayor David Miller says they will likely refund user fees for services not given (such as camps and athletic services that were not offered), but not taxes.
