MB: Someone Isn't Telling the Truth

Another leaked Manitoba Hydro document shows Bipole III's skyrocketing cost estimate was known in August 2009

Following another leaked Bipole III cost estimate - this one showing the project has been way over $2.2 billion for over a year and a half - the Canadian Taxpayers Federation (CTF) called on the government to explain who isn't telling the truth. 

“The second leaked Bipole III document leaves one of two disturbing scenarios,” said CTF Prairie Director Colin Craig. “In scenario one the Minister is told the cost is nearly double but she continues to tell the public the cost could be much lower. Scenario two is that Hydro didn't give her the revised number for over a year and a half and continued to tell her the stale figure.”

Scenario 1: Minister Misleading

At some point between August 2009 and January 2011, Minister Wowchuk is told by Manitoba Hydro that the Bipole III project will go well over the 2007 estimate of $2.2 billion, but she continues to deceive the public.

Scenario 2: Hydro Misleading

Hydro develops the $3.9 billion estimate in August 2009, but spends the next year and a half telling the government that it could still somehow come in under $2.2 billion.

“No matter how you cut it, what’s going on isn’t acceptable,” added Craig. “Heads should roll over this.”
