Whatever happened to showing up for work and using sick time when you're actually sick?

Perhaps a little competition could solve the problem. Instead the current 'jobs for life' approach in the department, individual positions could be put out for tender every few years on a rotating basis. That way, instead of having a 'stairway to heaven' pay scale, employees would have to offer to work for competitive wages, knowing that several other people are out seeking the same job.

It would be in keeping with the typical union phrase - 'social justice'. After all, under a competitive model, everyone would have a 'fair' chance of working for the city.
