Piapot Reserve Salaries Higher Than Premier Wall?
Recently band members from the Piapot First Nation (SK) raised concerns over a lack of transparency regarding the disclosure of financial statements for their band's community owned Cree Land Mini-Mart in Regina.
Reportedly, the most recent community meeting to discuss the financials of the Mini-Mart got out of hand before significant details could be provided to band members.
Subsequent to that meeting, a document was provided to the Canadian Taxpayers Federation's office which appears to be the band's schedule of Salaries, Honoraria, Travel Expenses and Other Remuneration; a document which must be provided to the Federal Department of Indian and Northern Affairs each year.
It appears the Chief of the 543-person community made a total of $108,902 tax free in 2008-09. For those living off reserve and paying income taxes, that's the equivalent of approximately $165,000.
Further, while most councillors' pay came in around $25,000, one councillor made even more than the Chief. Councillor Faron Noname received $116,645 tax free, equivalent to a taxable income of about $180,000.
It is important to note those figures include travel expenses. However, even if you take out $15,000 a piece for travel, the pay packages were still higher than Premier Brad Wall, who earned $145,799 that year.
Hopefully the numbers don't come as a shock to band members. After all, the Department of Indian and Northern Affairs requires band council salary details and other audit documents to be made available to band members each and every year...although many band members from other reserves in Canada have indicated that often does not happen.

Piapot in third-party management. What does the chief do?
In August 2008, the Leader-Post reported that Piapot was in Third-Party management and had been since the mid-1990s. This means the federal government was fully managing the programs on reserve because the band leaders had been negligent in doing so. What, then, was the chief doing to earn this incredible salary? Not a whole lot.
As for the Cree Land mini-mart that the band runs on an urban reserve in Regina, the band can do whatever they want with those dollars and it does not necessarily go towards programs, etc., on reserve. Plus, all that income is earned tax-free from customers who, if Status Indian, don't have to pay taxes on the products themselves.

Piapot staff stealing
I am totally appalud that the councilors are making so much money and hiding the books. I am angry that these members are elected to office when 90% of them have no idea on how to use a budget. Many of the councilor are probalby under-educated with no lack of concern for anyone but thier own attempt at material possesions and the only way that they can accomplish this is by stealing from their own people with no regard to the people who put them in office to begin with.... come on chief theif and co-theives give us what we need!!!! TRANSPARANCY...

Hi There, you know what its the Department of Indian and Northern Affairs who allows this kind of action to take place, you have members of various bands who bring all this information to them and they turn a blind eye. Every member of each band has the right to know what is going on with the Finances. The othe thing the people on the reserves keep educated and talent ed people First Nations off the list when the elections come up. They want to do what they want and many of them do not have the education and brains to bring Economic Develpment to the First Nations Bands. I feel sorry for Piapot First Nation it use to be thriving Reserve but there other First Nations Bands out there who are being closed watched by their Band members. For instance What is happening at the George Gordons First Nation? You have councillors who were charged and have been charged by the Police and still they are allowed to be Councillors, What happened to Criminal Checks. Our First Nations Bands need to be Accountable and Transparent just like everybody else. If we continue to allow this kind of abuse and theft we are not doing our job as members.
Taxes
I figure, transparency is a legitimate excuse, i feel that dealing with legal considered Confederates that they can manage there own finances just as the Liberal and Concervative Gov. have been doing, creating un-nessecary inflation, increased taxes to the middle classes, lower taxes for higher income earners, devaluing the dollar(due to inflation) i feel that, as a Canadian Citizen we should fix our own Gov. before meddling with others, look how far it got the United Kingdom and United States.
And please remember, as you go south, things maybe seem cheap or inexpensive, but remember the quality of life go hand in hand, what is cheap to us in the U.S. is also cheap for americans in Mexico, is even cheaper for Mexicans in South America, as with logic, we are at the top of the layer cake, capilaizim will never work, and as the Noble Peace Prize Winner for "Free Market Systems" said, Capitalizim is a farce, and I was wrong and in total Error Paul Krugman.
and please remember the city manager of saskatoon makes 180,000, the president of the u of s makes 320,000 a year(not including lower staff salaries), which brings to mind, is bradwall on the take? how can he survive on such a small salary

Piapot reserve
I have lived off reserve for years now and have been living and working in Saskatchewan. Although I feel a great longing to 'go home' to my reserve, I am not able to do so. There are so many things which prevent hard working honest band members from moving back to the reserve, and a majority of the reasons are rooted in problems with chief and council. Housing issues, lack of employment, sub standard education, and lack of community cohesiveness can all be traced back to lack of leadership. In fact, in many cases the "leaders" intentionally keep the band ignorant, build obstacles for band members, and then benefit from the reserve being in a state of disarray. This is especially true when politics and family ties mix; such is the case on Piapot. The people supporting the chief and council are doing so because they are related to them and/or are getting money from them. They refuse to see any fault with their relatives, more likely they see the wrongdoings but refuse to acknowledge them when they are given $$ incentives to keep criticisms quiet. When the band members are divided according to family alliances, kept in a state of chaos, and kept in the dark about spending, there is little chance of band members being able to unite in efforts to make significant changes to the leadership for the benefit of the whole reserve. The reserve is suffering due to the selfishness of the leadership and willingness of their supporters to be bribed into silence. The so called leaders continue go unchallenged, unquestioned, and are able to bleed the resources from the band and squander tax dollars. The chief and council like to act as though their actions do not adversely effect anyone beyond the reserve, but the situation has extremely negative effects for band members on and off the reserve, and tax paying Canadians from coast to coast.
Transparency is desperately needed, and fraud charges should be laid against those who are 'mismanaging' (taking) funds from the band. Frustrated band members from my reserve support the idea of having new criteria for nominating people for chief and council positions, and having consequences for chief and councilors who do not disclose financial information. Criminal record checks, minimum education standards, and employment history should be criteria for deciding who can be elected to chief or council. Too many people on the reserve tend to vote based upon friendship & family ties and ignore the quality of the candidate they are voting for. The chief and council positions ought to be based upon who can effectively lead and handle finances responsibly.
Yes we need transparency but
Yes we need transparency but how do we achieve that when INAC refuses to accept their fiduciary duty? They confine and define us. They tell us constantly what we can or cannot do but when it comes to accountability, they pass the buck and say it is up to the people. It is the people who create this and when you live in poverty and opportunities in a "white privilege" world limit your participation, all that is left is finding money any way you can get it. Many of these so called politicians are uneducated and it's pathetic they can walk around like they are the worlds greatest people when all they do is steal from their own. I have to ask, do they feel proud of themselves when their children and grandchildren will pay for what they do? What is wrong with being honest and content with your own wages?
We have one person holding how many jobs out there? Post Secondary councillor, Director of Operations, and HR Committee are all headed by one APPOINTED person. There are flaws with how "business" is being handled but these people have no conscience because if they did, they would not do what they are doing to their own.
A solution would be to dissolve INAC. It is a white bureacracy that gets a good portion of the money allocated to Aboriginal people for the high wages. This would be a solution for more funds but unless the people get their act together and realize the band and its various programs are businesses for all and not just for a few, maybe we will have a chance until then we should all hang our heads in shame.
accountability
We are humble people we say very little and accept everything In are path,are people use to help one another and we didn't need INAC. We didn't steal from each other, we would give our last to help,it was INAC who showed are people to steal from each other they have been doing it for decades ,they send co-managers who bring there accountants to show are chief and council how to fix the books ,eg we've seen are chief once this year ,are co-manager should have been gone in 2008 when we got are pelly hay lands money 23 million but she's still here ,Inac chose not to do anything about her,they remain here till there is nothing left and now we have nothing again,so all we have is are dignity, that they can not steal. Self government we have to walk in are own moccasins again.

you do realize your bashing the rez, rambling and not really supporting anything other than Harpers steping stone Organization ideals (that indians are pityful and need non-native socieity to hold there hand), and doing what Sask Party wants, disention in the ranks and support for dissvoling of the treaties :) by showing your un-favoritism and support for the opposition Party :)
justified crticism not "bashing the rez"
Denial of the real problems on the reserve is one of the biggest obstacles holding native people back, and by attacking an honest assemsment of the problems on the rez makes you (and those with your mindset) a part of that problem.
The real issues on the reserve will never truly be dealt with if there are people from the reserve who continue to skew justified criticisms as "bashing" or take it as a threat to treaties.
It is ridiculous to take my statement as support for the SaskParty or Harper or any step toward dissolving treaties; what I support is accountability (thus opposing financial mismanagement) on the reserve, plain and simple.
If it is really your goal to see that "indians" (as you say) are viewed as the accountable strong productive people they truly are, you turning a blind eye to crooked reserve politics is counterproductive. I believe that my people are capable, independant and strong, which is why I take isssue with the mediocrity that is sometimes called leadership on Piapot reserve. There are plenty of first nations reserves that are responsible and are doing great things for all of their membership. It pains me to know that Piapot is not one of those reserves.
btw it's not me who supports negative portrayals of native people (that indians are pityful and need non-native society to hold their hand), it is the fraudulent uneducated 'leadership' that does that i.e those who got the rez into third party and those who are paid more than the premier. They reinforce negative stereotypes through their actions.

People whine and cry about
People whine and cry about change but you look back to 1992 or 1994 when Piapot Cree Nation signed its Treaty Land Entitlment Agreement! Who were the people that were in there when we had inexcess of $30 Million Dollars? Now look to today! Its the same people in 92-94 that it just about is today! Ok people whine and cry about change why is nothing done about this ! Voting People? look at yourselves in the mirror and say what has this person done from now till now? and you will find the answer is less than ideal! Its hard for me to comprehend how these people keep getting back in! Ok so now what do we got a urban store a new health building coming up a recently replaced water plant and an elders complex ! Things we could of already had with T.L.E dollars if the people at the time spent the money right instead of going in to deficit! THINK ABOUT IT! Now we got an election coming up who on that list is capable of making those changes when over half of them are former councillors to begin with! It is sad to see our leaders with absolutely no plans for any kind of restructuring when they sit there year after year and reap the rewards of band owned land that was purchased through Piapots T.L.E Land agreements. I myself have not been a Chief or a Councillor.
