Paul was born in Montreal and lives in Ontario. Now retired, he had a distinguished career with Bank of Montreal (BMO) Financial Group.  During his 43 years with BMO, Paul worked in a number of disciplines ranging from branch, divisional and credit administration, to credit and risk management policy, legislation and government affairs and payments system policy."

Paul returned to the CTF in 2009 having previously been involved in the 1990's when he assisted in the development of the organization's presence in Ontario. He is a recipient of the CTF's Taxfighter Award. Paul's taxpayer advocacy also includes founding the Taxpayers' Coalition of Victoria County and serving as Vice-President, Eastern Region, of the Taxpayers Coalition of Ontario.

Paul is married with two children and enjoys oil painting and photography.
